REQUEST FOR PROPOSALS (RFP) FOR
SECTION 8 PROJECT-BASED VOUCHER (PBV) ASSISTANCE
AVAILABILITY OF UP TO 100 SECTION 8 PROJECT-BASED VOUCHERS FOR NEWLY CONSTRUCTED UNITS
The Housing Authority of the City of Yuma, (HACY) announces the availability of up to 100 Section 8 Project-Based Vouchers (PBV) for newly constructed units. HACY invites property owners to submit proposals. Applications for this RFP must: (1) be for sites/units located in HACY areas of operation; (2) request a minimum of 30 units for the PBV program; (3) meet HACY’s evaluation criteria regarding the quality and location of the prospective housing, as well as, the experience of the owner/developer and management agent.
RFP packets will be available for download on HACY’s website beginning Wednesday, December 30th, 2015. To download the RFP packet, respondents must visit http://www.hacy.org. RFP packets will also be available for pick up at the Housing Authority of the City of Yuma, 420 S. Madison Ave., Yuma, AZ 85364. Packets may be picked up between the hours of 9:00 a.m. to 5:00 p.m. Monday through Thursday (Fridays by appointment only).
The APPLICATION SUBMISSION DEADLINE is 5PM, FRI., JANUARY 29th, 2016.
RFP packets must be delivered to the Housing Authority of the City of Yuma, 420 S. Madison Ave., Yuma, AZ 85364. Only proposals submitted by the published deadline and meeting all of the requirements provided in the RFP will be considered. Incomplete and late submissions of the RFPs will not be accepted or reviewed. At the request of the proposer(s) HACY will hold a debriefing to explain why a proposal was or was not selected for award. HACY reserves the right to reject, in whole or in part, any or all proposals received in response to this RFP. HACY further reserves the right to cancel or re-issue this RFP; to modify the selection procedure or the scope of this proposed project or the required responses; to request amendments to qualifications after expiration deadlines; or to negotiate or approve final agreements. HACY also reserves the right to waive any informalities or minor irregularities if it serves its best interest to do so. The following are brief instructions related to the Housing Authority of the City of Yuma’s Request for Proposals (RFP) for Section 8 Project-Based Voucher (PBV) Assistance dated December 30, 2015.
All applications received will be reviewed, evaluated, scored and ranked separately by HACY subject to the application requirements. HACY will calculate the total score for each application according to its requirements and ranking tool found on the HACY website at www.hacy.org.
Requirements for New Construction
For new construction, construction cannot have begun prior to the award of the PBV by HACY. Proposed sites for new construction will be visited to ensure that construction activities have not been initiated prior to the awarding of any PBV vouchers and the signing of the Agreement for Housing Assistance Payments (AHAP). All new construction projects must comply with applicable HUD requirements including, but not limited to Davis Bacon, Section 3, and Minority Business and Women’s Business Enterprise (MBE/WBE).
Requirements for All PBV Projects
Once selected, all PBV projects must complete required environmental and subsidy layering reviews as required by HUD. In addition, other actions must be taken to fully comply with HUD regulations including, but not limited to a rent reasonableness determination prior to the execution of the AHAP and HAP contracts.
All applications must contain the following:

Proposals are due on or before 5PM, January 29, 2016. Proposals received after that date/time will not be considered.

HACY reserves the right to:
